Portsmouth is a small town in the heart of America. We have an volunteer fire department and county sheriff. We provide and invoice monthly for the following services: water, sewer and
solid waste.

Reminder: Burn pile is only for yard waste. No construction waste. Only to be used by people living inside the city limits (tax payers)
The city of Portsmouth supports fair housing practices. Call 712-743-2044 if you have any fair housing concerns
Please do not blow grass clipping and leaves into the street/gutters. This causes a safety issue (slippery) and a maintenance issue as it clogs the gutters. It is against the city ordinance to blow lawn debree into the street/gutters. Please be courteous.
There is a 5 ton weight limits on all streets except 2nd Street. This is a farm to market road.

Regional Water Rural Water District announced today, June 2nd, 2023, that the Boil Advisory which went into effect on May 25th has been lifted effective immediately, while the mandatory water usage restrictions remain in effect for the users of its Avoca Treatment Plant Distribution System. These restrictions are in response to continued system pressure issues which began on May 25th due to the drought and the reduced availability of water in the Avoca Wellfield. The affected area includes members and customers of the Association in Shelby, Audubon, Cass, Harrison, and Northern Pottawattamie Counties. Included are the communities of Avoca, Portsmouth, Westphalia, Kirkman, Tennant, Panama, Earling, Exira, Persia, and Brayton. Municipal, residential, agricultural, commercial, and industrial users will be required to continue the following mandatory reduction measures:
The system continues to work with the Iowa Department of Natural Resources to resolve the situation. The best thing that the communities and residents can do is to conserve water at this time. For more information, please contact the Regional Water Office at 712-343-2413.
